William “Bill” DiCroce
President and Chief Executive Officer
As the President and Chief Executive Officer (CEO) of Vicinity Energy, Bill DiCroce leads the largest district energy portfolio in North America. He holds over 35 years of experience in management, leadership and operations/engineering with large energy and environmental companies in North America. Bill previously served in executive leadership roles for Veolia’s energy, water and waste companies, including President and CEO of Veolia North America.
Bill began his career with General Electric at the Knolls Atomic Power Laboratory, where he was certified as a nuclear power engineer within the U.S. Naval Nuclear Propulsion program. Bill next entered the commercial nuclear power generation industry and held a succession of operational(SRO-nuclear), managerial and executive positions within Boston Edison and the Entergy Corporation. Before joining Veolia, Bill was the President and COO of NSTAR Electric and Gas Company’s unregulated subsidiaries, which owned and operated private utilities including district energy and telecommunication businesses in the greater Boston area.
Bill earned a bachelor’s degree in Marine Engineering at the Massachusetts Maritime Academy and an MBA at Boston University. At the Massachusetts Maritime Academy he serves as a member of the Board of Trustees for the MMA Foundation, and he previously supported the Academy by serving as an adjunct professor/advisor for both the undergraduate and graduate programs. Bill also has served as a board member for several industry and environmental organizations, including The Mayor of the City of Boston’s Green Ribbon Commission(GRC), New England Clean Energy Council (NECEC), International District Energy Association (IDEA) and Advanced Energy Economy (AEE).
Robert “Rob” Arendell
As General Counsel, Rob is the chief legal officer for Vicinity Energy, with overall responsibility for all legal and compliance issues, real estate, and risk. He manages a team of lawyers and legal professionals responsible for contract negotiations and contract management, mergers and acquisitions, dispute and litigation management, ethics and compliance training, and legal aspects of labor and employment and business development.
Prior to his role at Vicinity, Rob served in various leadership roles at Veolia North America (VNA) for nearly 20 years. Most recently, Rob served as General Counsel for VNA. Prior to that, he led the legal team for the Municipal and Commercial (M&C) business as Senior Vice President (SVP) and General Counsel, managing all the legal aspects of the diverse M&C business.
Before joining Veolia, Rob worked as an Associate at Donnelly, Conroy & Gelhaar, LLP and Reinhart Boerner Van Deuren s.c., focusing on business litigation for commercial, environmental and securities matters. He holds a bachelor’s degree from Colby College and received his juris doctorate from Boston University School of Law.
Jaclyn “Jackie” Bliss
Chief Revenue Officer
As Chief Revenue Officer (CRO), Jackie manages and directs the company’s “Customer Organization,” consisting of Sales, Account Management, Sales Operations, Marketing, Communications and Government Affairs. Her primary mission is to grow Vicinity Energy’s top line by focusing on network densification and promoting a customer-centric mindset across the organization to better align sales and customer service.
With nearly 20 years of experience, Jackie is a strategic global executive who has a passion for leading teams to exceed ambitious marketing, sales and financial targets. She has served as head of multiple divisions for large energy companies, including Enel X (formerly EnerNOC) and National Grid.
Jackie is also a founder, former president, and current board member of the Boston Chapter of the Women’s Energy Network. She earned her MBA in Management and Finance from the New York University Leonard N. Stern School of Business, as well as a master’s degree in Public Administration in Energy Policy & Management from the School of International and Public Affairs at Columbia University. She received her bachelor’s degree in Political Science from Columbia University.
Vice President, Human Resources
With over 15 years of professional experience, Ryan is proud to serve as Vicinity Energy’s Vice President of Human Resources (HR). Ryan manages a team of HR professionals and is responsible for Vicinity’s strategic staffing plans, compensation, benefits, training and development, budget, and labor relations.
Prior to his role at Vicinity, He served in leadership roles for Veolia within the Human Resources department. Most recently he directed all HR operations for the Municipal and Commercial (M&C) business, managing all HR operations for the Energy and Water businesses in North America.
Previously, he’d worked in HR and recruiting at a number of firms, including Eaton and the Novo Group. Ryan holds a bachelor’s degree in Information Technology from University of the Pacific, and an MBA from the University of Wisconsin-Milwaukee. He began his career in the US Navy, serving in various leadership roles over eight years.
Chief Operations Officer
With over 25 years of experience in utility management and operations, John oversees all operations in Vicinity Energy’s portfolio across the United States serving as Chief Operations Officer (COO). Prior to this, John served in various leadership roles for Veolia, including Executive Vice President (EVP) and COO of Veolia North America’s (VNA) Municipal and Commercial (M&C) business and VP of Veolia Energy’s South Region operations, where he oversaw, managed and supported large-scale energy projects in the region.
John joined Veolia’s energy business as a Marketing Engineer in 1994 and went on to serve in a variety of roles including Manager of Business Development, Director of Sales and Marketing and Vice President and Manager (in Baltimore and Atlanta).
Prior to this, John worked at Aspen Systems Corporation, Air Products and Chemicals, and the U.S. Navy. He holds a bachelor’s degree in Aeronautical Engineering from the Massachusetts Institute of Technology and a master’s degree in General Administration from the University of Maryland.
Chief Technical Officer
As Chief Technical Officer (CTO), Kevin oversees the Information Technology (IT), Engineering, Environmental Health and Safety (EH&S), and Technical teams to drive technical performance and innovation and support operations. Kevin has over 20 years of experience in the power industry and had previously worked for Veolia in senior and leadership positions for nearly 10 years.
Kevin’s most recent role at Veolia was serving as Senior Vice President of Operations for Veolia North America’s (VNA) East business. Appointed in 2018, Kevin was responsible for VNA’s largest region of business, overseeing over 50 facilities, including the company’s largest district energy systems: Boston and Philadelphia.
He graduated from the United States Merchant Marine Academy with a bachelor’s degree in Mechanical and Nuclear Engineering. He also achieved an MBA from Boston University.
Chief Development Officer
Brian is the Chief Development Officer for Vicinity, responsible for advancing major project opportunities, large district expansion developments, and strategic acquisitions for Vicinity Energy. Prior to his role at Vicinity, Brian served as Vice President (VP) of Business Development for Veolia. With a focus on central utility services, Brian spent time at Veolia developing large, complex energy infrastructure projects for industrial, university and healthcare verticals, leveraging multiple business line synergies to drive customer value.
With over 25 years of experience in the energy industry, Brian’s experience spans engineering, business development and management. He served as VP of Business Development for Cube District Energy, an I Squared Capital portfolio company focused on combined heat and power (CHP), district energy, and landfill-gas-to-energy projects. In addition, he was VP of Sales for Optimum Energy, a leading energy efficiency software company. Brian also held multiple engineering and development positions supporting Sodexo’s university market segment.
Brian holds a master’s and bachelor’s degree in Mechanical Engineering from Clemson University.
Steven “Steve” Weafer
Chief Financial Officer
With over 20 years of experience, Steve leads the finance team for Vicinity Energy. Steve previously served as VP of Finance for Veolia North America’s (VNA) Municipal & Commercial (M&C) Business, where he led a team of nearly 30 people and was responsible for the financial reporting of all energy and municipal water operations, totaling more than $1 billion in assets and annual revenues.
During his career at Veolia, Steve played a critical role in various projects that contributed substantial savings and was instrumental in helping consolidate accounting functions and establish financial protocols when VNA established a shared service center in the U.S.
Prior to Veolia, Steve served as Vice President and Controller of TNAI, worked in audit and tax at PricewaterhouseCoopers and held managerial portions at Calpine Corporation and Health Dialog. Steve holds a bachelor’s degree in Accountancy from Bentley College.
